Meet the Team

  • Lissette Rivera

    President and founding member of WOLF (War On Lethal Fentanyl).

    A special needs advocate for over ten years, helping parents navigate the maze of EIPs and 504s throughout local school districts. Who's passionate about promoting mental health awareness, providing early intervention for children with special needs, and ensuring social support for all children in the community. Who is currently working with Los Angeles Public Health to promote their Help Me Grow LA program, a program for early identification and intervention systems for special needs children.

    A business owner and a public works commissioner. She is also a founding member and President of the War on Lethal Fentanyl (WOLF), a non-profit organization that works in collaboration with the Downey Unified School District to raise awareness in Downey and surrounding areas. With 30 years of management experience and the 2024 Woman of Achievement for the 30th Senate District representing the City of Downey.

    In addition, Lissette is an active member of numerous organizations, such as the Assistance League of Downey, the Downey Chamber of Commerce, the Downey Association of Realtors, and the Rotary Club of Downey. She is also a board member of The Arc of Los Angeles & Orange Counties. Her active participation in these groups demonstrates her strong commitment to making a positive impact in the community.

    As a wife of a Navy Veteran and a mother of four, Lissette is focused on promoting mental health awareness, providing early intervention for children with special needs, and offering social support for all children and youth within the community.

  • Richard Tuttle

    Vice President and and founding member of WOLF (War On Lethal Fentanyl). My law enforcement career spans nearly 30 years. I have been a gang officer, a drug recognition officer, a Vice officer and a D.A.R.E. officer. I’ve also during that time, received a teacher credential for secondary education, from the State of California, and graduated from the University of Southern California‘s Delinquency Control institute.

  • Patricia Tuttle

    Treasurer and founding member of WOLF (War On Lethal Fentanyl). As a mother, grandmother, and former Downey Unified employee I am grateful for the opportunity to take part battling the scrounge of illicit fentanyl. As a support person in WOLF, I am partnering with fellow pack members as well as the community to proactively bring awareness and education for the prevention of the poisoning of our youth and young adults.

  • Jennifer Alvarez

    Secretary and founding member of WOLF (War On Lethal Fentanyl). Jennifer Alvarez is an educator serving Downey Unified School District with over two decades of experience in the classroom. Jennifer is currently serving on The Human Relations Committee with Downey Unified. Jennifer has served as PTA President, Gifted Program Lead, and mentor to future teachers from Cerritos Community College. All of Jennifer’s Children have attended Downey Schools and she has a deep connection to her school district and their goals of developing, mentally and physically, healthy students ready for a successful future.

    Jennifer helped to form WOLF because of her passion for her community and her protective nature with her own children and students. As an advocate for her students, Jennifer is committed to helping families become informed on the current trend of Fentanyl poisoning children in her community. She feels that by bringing awareness about Fentanyl’s Risk to the community, this will help to save the lives of children.

  • Bobby Alvarez

    Chief Information Officer (CIO) and founding member of WOLF (War On Lethal Fentanyl) and the Information Technology Technician. I have worked in the Information Technology Field for over 25 years, currently working with the County of Los Angeles - Department of Health Services. I am proud of the work that I do in bringing awareness, education and prevention on illicitly manufactured fentanyl.
